The principle that the Vision programme is largely self-financing influences the timing of certain projects. Major development projects such as the Maltings and central car park and the Salt Lane and Brown Street car parks need to be delivered early to generate income in the form of planning gain packages, capital receipts and other financial arrangements to fund public realm and transportation projects. Delivering the Vision’s development projects is not, however, a straightforward process. The development of the Salt Lane and Brown Street car parks, for example, can only be considered if the resulting loss of parking spaces is supported by the results of the parking strategy review and if it is integrated into the transport and movement strategy.

There is, then, an interdependency between projects and a critical delivery path in which the development projects, in particular, are crucially important. Further work, including the development of delivery plans for each individual project, needs to be completed before an overall detailed Vision delivery timetable can be produced. An early outline timetable is included in the Vision document.
